The Council is scheduled to hold two meetings, likely in consultations, to discuss relations between Sudan and South Sudan, in accordance with resolution 2046. At press time, the Council had been negotiating a draft presidential statement since mid-February. (It seems that the statement is in large part meant to express concern about the lack of implementation of the 27 September 2012 agreements on security, oil wealth-sharing, nationalities and other issues and underscores the importance of compliance with resolution 2046.) However, it was unclear if and when Council members would be able to achieve consensus on the draft statement.

The Council will likely meet twice in December to discuss Sudan and South Sudan issues in accordance with resolution 2046. In the context of these meetings, it is expected to discuss the status of negotiations among Sudan, South Sudan and the Sudan People’s Liberation Movement-North (SPLM-N) and potential options for resolving the remaining issues separating these parties. A report from the Secretary-General on these matters was released on 26 November (S/2012/877). At press time, it was unclear whether there would be an outcome to the Council’s deliberations on Sudan and South Sudan in December.

The Council is expected to meet twice in November on Sudan and South Sudan issues in accordance with resolution 2046. In the context of these meetings, and in keeping with its presidential statement of 31 August (S/PRST/2012/19), the Council will likely consider the 24 October report of the AU High-Level Implementation Panel (AUHIP) and the related communiqué of the AU Peace and Security Council (PSC), which outline the status of negotiations between Sudan, South Sudan and the Sudan People’s Liberation Movement-North (SPLM-N) and offer proposals for resolving the remaining issues separating them.
