    In March, the Council will be briefed by Maman Sambo Sidikou, the new Special Representative of the Secretary-General and head of the UN Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).     In July, the Security Council will hold a high-level debate on the DRC and the Great Lakes. US Secretary of State John Kerry is likely to preside and other ministers may attend. A presidential statement is a possible outcome. The 1533 DRC Sanctions Committee will receive a briefing from the Group of Experts (GoE) assisting the Committee on their interim report. The chair of the Committee, Ambassador Agshin Mehdiyev (Azerbaijan), will then brief Council members in consultations on the interim report.

    The Council will hold a ministerial-level debate on the Great Lakes on 27 January. It will be preceded by an Arria-style meeting with NGOs today. A draft resolution is in the final stages of negotiation and is expected to be adopted during the ministerial meeting.

    An international conference on the Great Lakes region, initially scheduled for December, has been postponed with no new date set yet. However, the idea is emerging, promoted by Tanzania as Council President for January, of a major focus in the Council in January on the regional dimensions of the Great Lakes situation.

    Update Report

    A Council mission visited the Democratic Republic of the Congo (DRC) in early November. The mission had two goals: reinforce the transitional process in the DRC, especially the constitutional referendum on December 18, and maintain the momentum towards the elections in June 2006; and assess the future options for the Council including the levers available such as sanctions and the need for compliance with the arms embargo in helping to secure the disarmament, reintegration and repatriation of fighters in the country.
