    In January, the Security Council will hold a briefing and consultations on the situation in Libya. The chair of the 1970 Libya Sanctions Committee, Ambassador T.S. Tirumurti (India), is scheduled to brief on the activities of the sanctions committee. Council members are also expected to vote on a resolution renewing UNSMIL’s mandate, following two technical rollovers of the mandate in September that extended it for two weeks until 30 September 2021, and subsequently until 31 January. The Secretary-General’s report on the situation in Libya is due by 11 January.

    In November, the Security Council is expected to discuss Libya on two occasions. The Secretary-General’s Special Envoy on Libya and head of the UN Support Mission in Libya (UNSMIL), Ján Kubiš, is expected to brief the Council on recent developments regarding the country, and the chair of the 1970 Libya Sanctions Committee, Ambassador T.S. Tirumurti, the Permanent Representative of India, will brief on the activities of the sanctions committee. The Council will also receive the semi-annual briefing by ICC prosecutor Karim Khan concerning cases in Libya. This will be Khan’s first Council briefing on Libya after having succeeded Fatou Bensouda as ICC prosecutor on 16 June.

    The Council will be actively engaged on Libya in September. Early in the month, the Council will hold a briefing on the situation in the country to be followed by closed consultations. The anticipated briefer is the Special Representative and head of the UN Support Mission for Libya (UNSMIL), Ján Kubiš, with a civil society briefer also being considered. The chair of the 1970 Libya Sanctions Committee, Ambassador T.S. Tirumurti (India), is expected to present the report on activities of the committee, which is likely to cover 120 instead of the usual 60 days, as the last scheduled report delivery was postponed due to the high-level nature of the briefing on Libya held in July.

    In July, the Security Council is expected to convene a ministerial-level meeting to discuss the situation in Libya and the UN Support Mission for Libya (UNSMIL). As France is the Security Council President for July, the French Minister for Europe and Foreign Affairs, Jean-Yves Le Drian, will chair the meeting. Usually during the periodic session on Libya, the Special Representative and head of UNSMIL, Ján Kubiš, briefs, but because of the high-level nature of the meeting, Secretary-General António Guterres or Under-Secretary-General Rosemary DiCarlo are expected to brief. The chair of the 1970 Libya Sanctions Committee, Ambassador T.S. Tirumurti, the Permanent Representative of India, may also present the committee’s report on its activities during the past 60 days.
