A Council mission to the DRC is planned for 17-20 April before the Council takes decisions on the future of MONUC. The MONUC mandate expires on 31 May. (The mission will also visit Rwanda and Uganda.) The Secretary-General’s report and recommendations are due 1 April and MONUC’s head, Alan Doss, will brief the Council on 13 April.

Council members are expecting a briefing in March following Secretariat visits to the DRC. No Council action is expected at this time. But Council members are likely to use this opportunity to further develop their thinking for the negotiations on the future configuration of MONUC over the following weeks.

A closed oral briefing from the Secretariat at expert level for Council members and MONUC troop and police contributors is expected. Implementation of a protection strategy and the Secretariat’s emerging Integrated Strategic Framework will be the focus. This is likely to lead into discussions in coming weeks on the future configuration for MONUC.

In December, Alan Doss, the Secretary-General’s Special Representative for the Democratic Republic of the Congo (DRC) and head of MONUC. The Council is expected to renew the mandate of the UN Organization Mission in the DRC (MONUC), due to expire on 31 December.

In November the Council will be briefed by the chairman of the Sanctions Committee on the Democratic Republic of the Congo (DRC). The Council is expected to renew the DRC sanctions and the mandate of the Group of Experts.

In October the Council will consider the Secretary-General’s report on the UN Mission in the Democratic Republic of the Congo (MONUC), due on 30 September, as well as the final report of the Group of Experts on the DRC sanctions. The mandate of the Group and the sanctions regime expire on 30 November. MONUC’s mandate expires on 31 December.

The Council is expected to visit the Democratic Republic of the Congo (DRC) as part of its trip to Africa, at press time scheduled from 14 to 21 May. There was no Council meeting scheduled at press time. But the DRC Sanctions Committee is expected to consider the interim report of the Group of Experts due on 15 May.

On 17 February the Security Council is expecting a briefing on the humanitarian situation in the Democratic Republic of the Congo (DRC). The briefing will be at an open meeting of the Council and the UN Under Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, John Holmes, is expected to talk about his recent visit to the DRC.

In February the tense security situation in eastern Democratic Republic of the Congo (DRC) is expected to be on the Council’s programme of work.

At the time of writing there was no scheduled action on the Democratic Republic of the Congo (DRC) for January, but the Council will likely monitor developments closely.

The Council is expected in December to renew the mandate of the UN Mission in the Democratic Republic of the Congo (MONUC), which expires on 31 December and take stock of the situation in eastern DRC in the light of the ongoing crisis and its decision to expand MONUC. Possible options are discussed below.

The dramatic developments in eastern Democratic Republic of the Congo (DRC) suggest that the Council will continue to watch the situation closely. It remains to be seen, however, whether the Council will agree to include the issue in the Council’s November programme of work.

The Council is expected to convene a meeting later in the week to adopt a presidential statement on the recently renewed hostilities in eastern parts of the Democratic Republic of the Congo (DRC).
