A report from the 1540 Committee on non-proliferation of weapons of mass destruction and terrorism is expected in April. The Council is expected to renew the mandate of the committee before its expiring on 25 April.

The Council is expected in December to renew the mandate of CTED, the Secretariat body which assists the Council’s Counter-Terrorism Committee (CTC). The CTC plans to submit a report to the Council in December on CTED’s work to date. (It was unclear at time of writing if the Council would separately consider the CTC report.)

The chairs of the three counterterrorism committees—the 1267 Committee, the CTC and the 1540 Committee—are due to brief the Council in November. (They usually provide a joint briefing of the Council twice each year.) No formal outcome is anticipated, but an open debate is expected to follow the briefing.

The Council will hold a thematic meeting on counterterrorism on 27 September at the initiative of Turkey, the current Council president.Turkey also chairs the Council’s Counter-Terrorism Committee. The country’s Foreign Minister, Ahmet Davutoglu, is expected to preside and the Secretary-General is expected to address the Council.

As Council president in September, Turkey (which also chairs the Council’s Counter-Terrorism Committee) is planning to convene a debate late in September on counter-terrorism. The country’s Foreign Minister, Ahmet Davutoglu, is expected to preside. A presidential statement is a possible outcome.

The Al-Qaida and Taliban Sanctions Committee completed in the last week of July its review of the consolidated list of individuals and entities subject to its sanctions regime. In August the committee’s monitoring team is expected to finalise its report on the outcome of the review of the list. At press time it was unclear whether there would be any related Council or Committee action in August.

The chairs of the three counter-terrorism-related committees (the 1267 Committee, the CTC and the 1540 Committee) are due to brief the Council in May. The briefing will likely be followed by an open debate. The chairs of the three committees brief the Council jointly twice each year. The last briefing was in November 2009. No Council decision is expected.

The Council is expected to receive the report of the Commission of Inquiry on the assassination of former Prime Minister of Pakistan Benazir Bhutto in April. At press time there was no indication whether and when Council members planned to discuss the report’s findings.

The mandate of the 1267 Committee (Al-Qaida and Taliban sanctions) Monitoring Team expires on 31 December. The 1373 Committee (Counter-Terrorism Committee, or CTC) is expected to submit an updated global implementation survey in December.

The Security Council intends to adopt a resolution by 30 June that would lead to states releasing publicly information on why a person or entity is placed on a sanctions list by the 1267 Committee on Al Qaida and the Taliban. The Council is expected to renew the mandate of the Analytical Support and Sanctions Monitoring Team, which analyses the implementation of embargoes imposed on Al-Qaida and the Taliban, and assists the 1267 Committee. The Council may adopt changes in how its list of individuals and entities under sanctions is compiled and may discuss proposals to improve the process for delisting individuals. (Four European nations have raised concerns about lack of due process before the resolution is adopted.) The Council may also consider recommendations in a report by the Monitoring Team.
