On Wednesday, 19 May, President Ismail Omar Guelleh of Djibouti is scheduled to address the Council in an open meeting. In a letter sent earlier this month Guelleh requested to appear before the Council to discuss Horn of Africa issues. He is expected to address both Djibouti’s border dispute with Eritrea, as well as the situation in Somalia.

In May the Council is expected to discuss the Secretary-General’s Somalia report, due at the beginning of the month, and review progress in Somalia in light of the “three-phased approach” endorsed by the Council in May 2009. Special Representative Ahmedou Ould-Abdallah is likely to brief the Council.

It appears that the Council is now close to agreement on a resolution imposing sanctions against Eritrea. A draft resolution was circulated to Council members by Uganda in November. Extensive expert level and bilateral consultations have taken place. The draft is expected to be put in blue on 17 December and is likely to be put to the vote on 18 December.

On Tuesday 21 July Council members will meet in closed consultations to discuss the situation between Djibouti and Eritrea. A briefing by Under-Secretary-General for Political Affairs B. The Council is expecting a report from the Secretary-General (due 25 February) on the border dispute between Djibouti and Eritrea. Eritrea did not comply with the Council’s demand in resolution 1862 that it withdraw its forces from the disputed area by 18 February and engage in dialogue. It seems likely that the Council will take up the issue again in March.

The Council will hold an open debate tomorrow, 24 June, on the recent border fighting between Djibouti and Eritrea. The meeting will be convened at the request of Djibouti under the general agenda item “Peace and Security in Africa.” It is intended to provide an opportunity for the parties to present views.
