This is SCR's third Cross-Cutting Report on Women, Peace and Security, covering a thematic issue which has been on the agenda of the Security Council since 2000. This report analyses the country-specific decisions of the Security Council and developments in 2012, with a particular focus in the case study on the nexus between sexual violence in conflict and sanctions imposed by the Security Council.

In April, the Council is expected to consider the Secretary-General’s report on sexual violence in conflict (S/2013/149) during an open debate, Rwandan Foreign Minister Louise Mushikiwabo is expected to preside. The Secretary-General and Zainab Bangura, the Special Representative on the issue will brief. Bangura is also likely to update the Council on her trip to the AU Summit in Addis Ababa in January which led to invitations for field visits to the Democratic Republic of Congo in late March and to Somalia in early April.

In late October the Council is due to hold its annual open debate on women, peace and security. The head of UN Women, Michelle Bachelet, and the head of the Department of Peacekeeping Operations, Hervé Ladsous, are expected to brief along with civil society representatives. This is Security Council Report’s second Cross-Cutting Report on Women, Peace and Security. The first report examined the first ten years that women, peace and security was on the Security Council agenda. Resolution 1325, passed in 2000, recognised that civilians, especially women and children, make up the vast majority of people adversely affected by armed conflict and called for mainstreaming a gender perspective into peacekeeping operations. This report continues assessing the influence of resolution 1325, and subsequent related resolutions, on the work of the Council. As part of this analysis it reviews recent developments in the Democratic Republic of the Congo, particularly mass rape in the Walikale region, and considers the Council’s response as one example of its engagement with women, peace and security issues.
