In August, the Security Council will hold its annual open debate on conflict-related sexual violence (CRSV), which will be titled: “Identifying innovative strategies to ensure access to life-saving services and protection for survivors of sexual violence in conflict zones”. Amid escalating armed conflicts in which critical healthcare infrastructure is often destroyed or deliberately targeted by warring parties, it appears that Panama, the Council president in August, intends to focus the open debate on the need to ensure non-discriminatory access to quality multi-sectoral services for CRSV survivors. The open debate will also emphasise the importance of sustaining efforts to prevent, monitor and respond to CRSV in the aftermath of transitions and drawdowns of UN peace operations, including through support to community-based organisations and women human rights defenders. Special Representative of the Secretary-General on Sexual Violence in Conflict Pramila Patten and a woman civil society representative are the anticipated briefers. No formal product is expected.

Our latest policy paper provides an analysis of the Security Council’s activities regarding the peace and security aspects of the Pact for the Future and presents recommendations for building upon its related action points. While not intended as an exhaustive analysis of the international peace and security aspects of the Pact, the paper focuses on key areas where the Council has been actively engaged or where there is potential for greater involvement. It also briefly references other relevant parts of the Pact where they intersect with the Council’s work. Further, it includes a discussion of climate, peace and security—a topic removed from the final version of the Pact but which remains a significant area of interest for many Council members due to its prominence during negotiations.
