Insights on Libya

The Council will be briefed in a closed meeting at 3 pm this afternoon by DPA head, B. Lynn Pascoe on the situation in Libya. A briefing is also expected from a representative of the Libyan mission but it was unclear if this would be done by the permanent representative, Abd al-Rahman Shalgham or the deputy UN representative, Ibrahim Dabbashi. The question of who is in charge at the Libyan mission is also unclear.

Council members have been discussing elements for a press statement today including the Council’s reaction to the violence and use of force, protection and security of foreign nationals, protection of civilians and access to hospital and humanitarian workers.

Proposals such as in Dabbashi’s requests in his statement yesterday for a no-fly zone and accountability for war crimes being committed by Gaddafi’s regime may also be discussed.
