    Update Report No. 1: High-Level Meeting on Preventive Diplomacy

    Update Report

    A high-level meeting of the Council focusing on how to strengthen and consolidate preventive diplomacy is scheduled for 22 September. President Michel Suleiman of Lebanon, which holds the Council presidency this month, will preside. The Secretary-General is expected to brief the Council and is likely to focus on his recent report on preventive diplomacy. It appears that several heads of state and other high level officials will participate. Read more

    Update Report No. 1: Israel/Palestine

    Update Report

    On Tuesday, 26 July the Special Coordinator for the Middle East Peace Process, Robert Serry, will brief the Council. The Council will then hold its regular quarterly open debate on the Middle East. The stalemated Israel/Palestine peace process is expected to be the focus of discussion against the backdrop of the failure of the Quartet, again, at its 11 July meeting in Washington DC to reach an agreement and heightened expectations of developments in the General Assembly in September. At press time, it seemed likely that Serry would report that negotiations were still to materialise and that no other credible initiatives were on the horizon. Read more

    Special Research Report No. 1: Emerging Security Threats in West Africa

    This special research report provides an analysis of a set of new issues that have been emerging in the West African subregion and possible implications for the Security Council in the coming year(s). It identifies some key emerging threats to peace and security in the 16-state subregion and their linkages to existing security challenges. The report points to a key feature: the fact that some of the new threats are essentially criminal rather than political in nature. However, it explains also the growing political and security implications. The report also highlights action already taken by the Council to recognise these threats and considers options available to the Council to tackle these issues going forward. The raw material for the study was derived from literature research; field research in a number of countries in the West African subregion (including Guinea-Bissau, Liberia, Senegal, Ghana and Nigeria); and interviews in the region with diplomats, government officials and officials of relevant international intergovernmental bodies (e.g. UN Office in West Africa or UNOWA, UN Office for Drugs and Crime or UNODC, the Economic Community of West African States or ECOWAS and the AU), NGOs and academics.     In April the Council is expected to adopt a resolution on piracy off the coast of Somalia. Council members have been unable to agree on the establishment of specialised courts to try suspected pirates but seem likely to ask for an urgent report from the Secretary-General on practical implementation issues with a view to taking decisions in June or July.     In March Council members are expected to hold consultations on the Secretary-General’s report on the implementation of resolution 1701, which in August 2006 called for a cessation of hostilities between Hezbollah and Israel.     UNDOF was established in May 1974 to monitor the ceasefire between Israel and Syria. The mandate expires on 31 December. Following its usual practice, the Council is expected to extend the mandate for six months and call upon Israel and Syria to implement resolution 338. Read more

Later in the month the Council is expected to hold a debate on Somalia most likely featuring a briefing by the Secretary-General’s new Special Representative Augustine Mahiga.     On 16 April the Council will hold an open debate on Post Conflict Peace Building: Comprehensive Peacebuilding Strategy to Prevent the Recurrence of Conflict under the presidency of the Council for April, Japan.
