An open debate in the Security Council on Strengthening International Law: Rule of Law and the Maintenance of International Peace and Security is currently scheduled for 22 June.

On 31 May, the Council adopted resolution 1681, authorising the downsizing of the UN Mission in Ethiopia and Eritrea (UNMEE) from 3,277 to up to 2,300 troops, including 230 military observers, and extending UNMEE's mandate until 30 September.

Under-Secretary-General for Political Affairs Ibrahim Gambari briefed the Council on 31 May 2006 on his visit to Myanmar as predicted in our 26 May 2006 Update. After the briefing which took place under "Other Matters" all the European countries, the US, Russia, China, Japan and Ghana made statements.

The Council expects a briefing from Under Secretary-General for Political Affairs Ibrahim Gambari early next week on his visit to Myanmar. Council members have expressed an interest in hearing about Gambari's visit, particularly the details of his meeting with Aung San Suu Kyi.

The Council is expected to adopt a resolution on 30 or 31 May to downsize the UN Mission in Ethiopia and Eritrea (UNMEE) to an observer mission with significantly less troops, and change the mandate.

The adoption by the Council, on 28 April, of a simple "technical rollover" (S/RES/1675) continuing the mandate for MINURSO could be read, at face value, as a reiteration of the status quo and a retreat from the Secretary-General's recommendations and from the approach of his Personal Envoy, Peter van Walsum.

On Tuesday, the Council is expected to adopt a technical rollover of the mandate of the UN Mission in Ethiopia and Eritrea (UNMEE), which expires on 15 March, for another 30 days.

In response to the third semi-annual report of the Secretary-General on the implementation of resolution 1559 (2004), submitted to the Security Council on 18 April 2006, France, the UK and the US circulated a draft resolution to all Council members on 10 May.

The Council is expected to adopt on 15 May a technical rollover of the mandate of the UN Mission in Ethiopia and Eritrea (UNMEE). The rollover is currently expected to be limited to two weeks.

After more than three months of negotiations, the Council remains unable to arrive at an agreement on several aspects of the draft of a third resolution on the protection of civilians in armed conflict.

The Council is expected to authorise in the next few days the deployment of an EU military mission in support for the UN Mission in the Congo (MONUC) during the elections in the Democratic Republic of the Congo (DRC). A formal proposal was submitted to the Council by the Secretary-General on 13 April.

On 13 April 2006, in order to try to break the stalemate which had developed over the draft resolution on protection of civilians which has been under negotiation for four months, the UK circulated to all Council members a new draft resolution. It seems, after consultations amongst the P5, that the new draft has good prospects for wide acceptance in the Council.

The Council expects a briefing from the Ugandan Ministers of Foreign Affairs and Defence on Wednesday 19 April, and another briefing from Under Secretary-General for Humanitarian Affairs Jan Egeland on Thursday 20 April. A Secretariat briefing specifically on the Lord's Resistance Army (LRA) is expected in the coming days.

Council members will be briefed on Monday 17 April in closed consultations by the High-Level Coordinator Yuli M. Vorontsov on an issue arising out of the Iraqi invasion of Kuwait in 1990—the repatriation and return of Kuwaiti and third-country nationals or their remains. A statement to the press by the president of the Council is likely.

The 1267 Committee (the Al-Qaida/Taliban Sanctions Committee) is actively working on the recommendations submitted in its Monitoring Team's report of 10 March. Proposals for improving the listing and delisting process, which have been under consideration for some time, will continue to be discussed in the committee
