Research Report
In mid October the General Assembly will hold elections for five seats on the Security Council. The 2006 election has an unusual level of interest because of high profile contested campaigns within two regional groups. In the Asian Group, Indonesia, the Republic of Korea (ROK) and Nepal are vying for one seat. In the Group of Latin American and Caribbean States, Guatemala and Venezuela are in a very hot contest, also for one seat. The elections in the African Group and the Western European and Others Group are uncontested. As a result, South Africa, Belgium and Italy are assured of election. However, because these are elections to a "Principal Organ" of the United Nations, formal balloting is still required. (General Assembly Decision 34/401, paragraph 16, which allowed the Assembly to dispense with elections where there was a "clean slate" from a regional group only applies to subsidiary organs and therefore does not apply.) Update Report No. 8: Great Lakes
Update Report
The Council will hold a ministerial-level debate on the Great Lakes on 27 January. It will be preceded by an Arria-style meeting with NGOs today. A draft resolution is in the final stages of negotiation and is expected to be adopted during the ministerial meeting. Read more

Monthly Forecast
An international conference on the Great Lakes region, initially scheduled for December, has been postponed with no new date set yet. However, the idea is emerging, promoted by Tanzania as Council President for January, of a major focus in the Council in January on the regional dimensions of the Great Lakes situation. Read more

Update Report No.3: DRC: Great Lakes
Update Report
A Council mission visited the Democratic Republic of the Congo (DRC) in early November. The mission had two goals: reinforce the transitional process in the DRC, especially the constitutional referendum on December 18, and maintain the momentum towards the elections in June 2006; and assess the future options for the Council including the levers available such as sanctions and the need for compliance with the arms embargo in helping to secure the disarmament, reintegration and repatriation of fighters in the country.
