    As president of the Security Council in January 2021, Tunisia is organising a debate on threats to international peace and security caused by terrorist acts, focusing on international cooperation in combating terrorism. The debate is intended to commemorate 20 years since the adoption of resolution 1373 in 2001, that among other things, placed barriers on the movement, organisation and fund-raising activities of terrorist groups and their supporters and established the Counter-Terrorism Committee (CTC). A presidential statement is a possible outcome.

    In August, the Security Council is expected to hold two meetings on counter-terrorism issues. Under-Secretary-General Vladimir Voronkov, the head of the UN Office of Counter-Terrorism (UNOCT), and Assistant Secretary-General Michèle Coninsx, the Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED), are expected to brief the Council on the Secretary-General’s 11th strategic-level report on the threat posed by the Islamic State in Iraq and the Levant (ISIL or Da’esh). Then, during a high-level open debate, Voronkov and the Executive Director of the UN Office on Drugs and Crime (UNODC), Under-Secretary-General Ghada Waly, are expected to brief the Council on a joint report by the UNOCT and UNODC on the linkages between terrorism and organised crime. If the measures implemented in response to the COVID-19 pandemic are still in place, the meetings are likely to be held as open videoconferences.

    In March, China, the Council’s president, is planning a debate on countering terrorism and extremism in Africa under the agenda item of “peace and security in Africa” to discuss the need for comprehensive multidimensional approaches in combating terrorism and violent extremism in Africa. Possible briefers may be Secretary-General António Guterres and the Chairperson of the AU Commission, Moussa Faki Mahamat (the latter most likely via video teleconference). Interested African member states are likely to participate in the debate.

    In February, Under-Secretary-General Vladimir Voronkov, the head of the UN Office of Counter-Terrorism (OCT), and Michèle Coninsx, the Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED), are expected to brief the Security Council on the Secretary-General’s tenth strategic-level report on the threat posed by the Islamic State in Iraq and the Levant (ISIL or Da’esh). In the past, Council members received these reports every four months; however, several Council members felt that was excessive, and so the report has been submitted biannually since the adoption of resolution 2368 in July 2017.
