Continuation of Sudan and South Sudan Briefing

Yesterday’s ICJ elections went on well past the morning allocated for the voting and as a result delayed the Council’s scheduled consultations on Sudan and South Sudan. It was after 5 pm by the time Council members were able to listen to the Special Envoy for Sudan and South Sudan, Haile Menkerios and it was decided that it would be best to end the meeting after Menkerios’ remarks and continue discussions on Sudan this morning (11 November).

Apparently some Council members were keen to have the briefings in a public format and as a result this morning’s briefings will be public followed by Council consultations. As Menkerios is no longer in New York, it appears that his remarks may be conveyed by DPKO head, Hervé Ladsous, who will also brief on his recent trip to Sudan and South Sudan.

The head of the UN Mission in South Sudan (UNMISS), Hilde Johnson, will also be available through video-link to answer Council members’ questions. In addition both representatives from Sudan and South Sudan are expected to participate. Both Ladsous and Johnson are expected to be present during the consultations following the briefing.

Besides issues related to the unresolved Comprehensive Peace Agreement (CPA), the escalation of violence in Abyei, South Kordofan and Blue Nile are likely to be covered.

The recent bombings in Unity and Upper Nile in South Sudan, reportedly by Sudan, although a sensitive issue for both countries, is also likely to be a subject of discussion,
