Somalia Briefing

Council members will continue their focus on the Horn of Africa on Wednesday, 10 August. Augustine Mahiga, the Secretary-General’s Special Representative for Somalia is expected to brief Council members by video conference after which there will be Council consultations. It seems that among the issues to be covered in the briefing are progress on implementation of the June Kampala Accord, preparations for the consultative meeting of Somalia stakeholders (scheduled for 4 – 6 September) and the famine.

Although Council members are concerned about the humanitarian crisis in Somalia, so far they do not appear to be keen to get more involved in directly addressing the security challenges and access for humanitarian operations.

It seems that there is also some consensus among Council members over the need for the different leaders in Somalia to stop their infighting and to focus instead on implementing reforms. It is unclear however if there will be any new proposals on how the Council can enhance its engagement with the Transitional Federal Institutions so as to complete the transitional process by the 20 August 2012 deadline.
