Insights on Libya

The Security Council will vote at 6 pm today (Thursday, 16 March) on a resolution which imposes a no-fly zone, strengthens the sanctions regime set up by resolution 1970, calls for the protection of civilians and civilian populations and authorises “all necessary action” short of a foreign occupation force.

Following closed consultations at both the expert and permanent representative level Council members agreed to put the resolution to a vote at 6 pm. None of the Council members are expected to veto the resolution, but it is unclear whether or not there will be any abstentions.
