Council members are meeting this morning to discuss a draft resolution on Libya circulated yesterday during informal consultations by Lebanon. The UK and France who had co-authored the resolution with Lebanon also spoke on the contents of the resolution. Council members had a preliminary discussion and raised a number of questions on the draft resolution.

The draft resolution is a Chapter VII resolution establishing a no-fly zone to protect civilians and strengthening the sanctions imposed by resolution 1970. The draft resolution also authorises states to take “all necessary means” to protect civilians and to make available humanitarian and related assistance. It also creates a panel of experts for one year to carry out the sanctions regime set up in resolution 1970.

Members reported back to their capitals yesterday evening and are expected to have a more detailed discussion on the substance of the resolution today.
