Insights on Côte d’Ivoire

Council members are expected to have their first discussion at expert level on a draft resolution on Côte d’Ivoire on Monday, 28 March. The draft text resolution was circulated by Nigeria and France today during the Council’s informal consultations on Côte d’Ivoire.

The draft resolution apparently calls for an end to the violence and for Laurent Gbagbo to hand over power to President Alassane Ouattara. It also places targeted sanctions on Gbagbo and five individuals close to him. Other elements include reiterance of the authorisation and support given to UNOCI to use all necessary means to carry out its mandate to protect civilians and to seize heavy weapons used against the civilian population and a request for the Secretary-General to transmit the report of the Human Rights Council’s independent inquiry of human rights violations to the ICC.

For most Council members this was the first time they had seen the draft resolution and will now be consulting with their capitals over the week-end. During the initial discussion Council members raised some general questions detailed positions are only likely to emerge during a full discussion of the text.
