As one of the signature events of its presidency, China is organising a debate on “UN peacekeeping operations: Better capacity building, more safety and security”. Under-Secretary-General for Peace Operations Jean-Pierre Lacroix and Under-Secretary-General for Operational Support Atul Khare are expected to brief. A product, such as a resolution or presidential statement, is anticipated.

The Security Council, the UN Secretariat and external assessments have emphasised how better prioritisation and sequencing of Council mandates could contribute to the effectiveness of peace operations. Building on examples from several peace operations—including peacekeeping and special political missions—this report identifies the obstacles that the Council and the Secretariat face in applying these concepts. While acknowledging the structural challenges, the report makes recommendations that would pave the way for incremental changes in how the Council, the Secretariat and field missions approach the mandating process.

In November, the Council will hold its annual briefing with the heads of UN police components. Under-Secretary-General for UN Peacekeeping Operations Jean-Pierre Lacroix and UN Police Adviser Luís Carrilho are expected to brief. The heads of police components of three UN peacekeeping operations will also brief: Awale Abdounasir, the police commissioner of the UN Organization Stabilization Operation in the Democratic Republic of the Congo; Mary Gahonzire, the police commissioner of the UN Interim Security Force for Abyei; and Issoufou Yacouba, the police commissioner of the UN Multidimensional Integrated Stabilization Mission in Mali. Abdounasir is expected to speak about MONUSCO’s efforts to address serious and organised crime, while Gahonzire will discuss UNISFA’s efforts to support community protection committees in Abyei and Yacouba will address efforts to build governance in “ungoverned spaces” in Mali.

In June, the Council will hold its annual briefing with the heads of military components of UN peace operations. The anticipated briefers are: Lieutenant General Leonard Muriuki Ngondi, the Force Commander of AU/UN Hybrid Operation in Darfur (UNAMID), and Major General Cheryl Pearce, the Force Commander of UN Peacekeeping Force in Cyprus (UNFICYP). The briefings are expected to focus on cooperation with host states. Under-Secretary-General for Peace Operations Jean-Pierre Lacroix may also brief. No formal outcome is anticipated from the meeting.
