In Hindsight: The Security Council and the UN80 Initiative—What Lies Ahead?

In September, world leaders will converge in New York to mark the 80th anniversary of the founding of the UN. While this significant milestone is a moment of celebration, the prevailing mood seems to be sombre, as the organisation faces what many regard as an existential crisis. Rising geopolitical tensions among major powers have not allowed the Security Council to effectively address some of the most intractable conflicts of our time. Compounding the situation is a severe financial crisis that threatens to undermine the UN’s ability to deliver on its core mandates—maintaining international peace and security, promoting human rights, and fostering international cooperation to address global challenges. In August, the Security Council will hold its annual open debate on conflict-related sexual violence (CRSV), which will be titled: “Identifying innovative strategies to ensure access to life-saving services and protection for survivors of sexual violence in conflict zones”. Amid escalating armed conflicts in which critical healthcare infrastructure is often destroyed or deliberately targeted by warring parties, it appears that Panama, the Council president in August, intends to focus the open debate on the need to ensure non-discriminatory access to quality multi-sectoral services for CRSV survivors. The open debate will also emphasise the importance of sustaining efforts to prevent, monitor and respond to CRSV in the aftermath of transitions and drawdowns of UN peace operations, including through support to community-based organisations and women human rights defenders. Special Representative of the Secretary-General on Sexual Violence in Conflict Pramila Patten and a woman civil society representative are the anticipated briefers. No formal product is expected. Children and Armed Conflict

In late June, the Security Council will hold its annual open debate on children and armed conflict. Special Representative of the Secretary-General for Children and Armed Conflict Virginia Gamba is expected to present the Secretary-General’s annual report on children and armed conflict, which is expected in mid-June. Other speakers are likely to include Executive Director of UNICEF Catherine Russell and a civil society briefer. The open debate is expected to cover trends relating to the six grave violations against children, while focusing on violations that had a high incidence in the past year. (The six grave violations, as determined by the Security Council, are child recruitment and use; killing and maiming; rape and other forms of sexual violence; attacks on schools and hospitals; abductions; and the denial of humanitarian access.) In this regard, it seems that the meeting will focus on the killing and maiming of children, including the effects of the use of explosive weapons, as well as rape and other forms of sexual violence against children. In Hindsight: Impact of a Delay in Subsidiary Body Chairs Appointments

The chairs of the Security Council’s subsidiary bodies, which include sanctions committees and working groups, are responsible for several important aspects of the work of these bodies, including chairing meetings, briefing the Council on the work of the relevant subsidiary body, and managing subsidiary body casework, such as listing and delisting requests. At the time of writing, Council members are yet to reach agreement on selecting the chairs of the subsidiary bodies for 2025, which has had an impact on both their work and the Council as a whole. This In Hindsight provides an overview of the process for appointing chairs of subsidiary bodies, discusses how the Council has attempted to manage the current impasse, and describes some of the adverse consequences arising from the delay.
