Every year, the Security Council revisits its allocation of chairmanships of its subsidiary bodies, a task entrusted to elected Council members. Following deliberations between the P5, and the designation of a P5 coordinator, the coordinator holds separate consultations with the elected members. Decisions regarding the 2014 distribution, coordinated by Russia, were reportedly finalised during the last week of December 2012, although Chad has since recused itself of the allotted chairmanships alleging it was not appropriately consulted. In June, the UK plans to hold a briefing on Somalia. UK Minister for Africa Mark Simmonds will likely preside at the meeting and UN Deputy Secretary-General Jan Eliasson is expected to brief. The Council will also be briefed by a representative of the government of Somalia, potentially Deputy Prime Minister and Foreign Minister Fauzia Yusuf Haji Adan. In April, the Council expects the Secretary-General’s report with the findings of the Technical Assessment Mission (TAM), which had been tasked with developing further details for a new UN special political mission that will replace the current UN presence in Somalia. Based on the recommendations of the report, the Council is likely to adopt a resolution in late April or early May authorising a new UN mission to be deployed by 3 June. Read more

Research Report
Elections for the Security Council are set to be held by the 66th session of the UN General Assembly on 13 October. Five of the ten non-permanent seats on the Council will be filled for the 2012-2013 term. The five seats available for election in 2011 will be distributed regionally as follows: two seats for the Africa Group (currently held by Gabon and Nigeria); one seat for Asia (currently held by Lebanon); one seat for Eastern Europe (currently held by Bosnia and Herzegovina); and one seat for the Group of Latin American and Caribbean States or GRULAC (currently held by Brazil).
