    Update Report

    Joaquim Chissano, Special Envoy of the Secretary-General for the Lord's Resistance Army (LRA)-affected areas, will brief the Council on Tuesday, 13 November. The briefing, which is being held at Chissano's initiative, is expected to focus on recent developments in the peace talks between the Ugandan government and the LRA.

    Council members will be briefed by Special Envoy of the Secretary-General Joaquim Chissano on Thursday, 22 March. The briefing is expected to cover the latest developments in the peace talks between the Ugandan government and the Lord's Resistance Army (LRA).

    Council members are currently negotiating a presidential statement on Uganda. Adoption in the next few days is possible.It seems that there is agreement that the statement should focus on the current peace talks and related issues, including the humanitarian situation.

    At the time of writing, Council action appears to be on hold until the results of the peace talks between the government and the Lord's Resistance Army (LRA) are known. Some members are currently working on a follow-up to the Secretary-General's recommendations on the LRA, in particular the appointment of a special envoy.

    The Secretary-General's recommendations are still due on "how best to support efforts by states in the region to put an end to the activities of illegal armed groups", particularly those of the rebel Lord's Resistance Army (LRA), requested in resolutions 1653 and 1663.

    The Council continues to expect the Secretary-General's recommendations on "how best to support efforts by states in the region to put an end to the activities of illegal armed groups." The recommendations, requested by resolution 1653, have been the subject of delays and buck-passing within the Secretariat.

    The Council expects a briefing from the Ugandan Ministers of Foreign Affairs and Defence on Wednesday 19 April, and another briefing from Under Secretary-General for Humanitarian Affairs Jan Egeland on Thursday 20 April. A Secretariat briefing specifically on the Lord's Resistance Army (LRA) is expected in the coming days.
