    During informal consultations on Thursday 24 February, Council members discussed taking action under Chapter VII of the UN Charter to impose deterrent measures against the Libyan regime. There seemed to be wide support for moving down that track and the UK offered to draft some elements for further discussion once Council members had a further briefing today.
