    Monthly Forecast

    A report of the Secretary-General on the implementation of resolution 1701 will be before the Council in March. A briefing by the Special Coordinator for Lebanon, Michael Williams, is expected. At press time, there were no signs that the Council would take any significant action. On 1 March the Special Tribunal for Lebanon is scheduled to begin functioning.

    Lebanon will be on Council members’ minds in February because the mandate of the UN International Independent Investigation Commission (UNIIIC), considering the murder of former Lebanese Prime Minister Rafiq Hariri, is due to expire. However, the Council is expected to let it lapse.

    Early in December, the Council will receive a report from the UN International Independent Investigation Commission on the murder of former Lebanese Prime Minister Rafik Hariri and others. The Council is expected to receive a public briefing from the Chief Investigator, Daniel Bellemare, and hold consultations, on 16 December.

    A report on resolution 1701 is expected in November. But it is unclear whether the Council intends to meet to discuss it (it will have heard a briefing by Special Envoy for implementation of resolution 1559 Terje Rød-Larsen on 30 October).

    The next report of the Secretary-General’s Special Envoy for implementation of resolution 1559 is due mid-October. The Council is expected to hold consultations. It was unclear at press time whether the Council could agree that the recent positive developments should be welcomed.

    The mandate of the UN Interim Force in Lebanon (UNIFIL) expires on 31 August. The Council is expected to extend it for another year.

    The Council in July will consider the Secretary-General’s report on resolution 1701, which ended the conflict between Hezbollah and Israel in 2006.

    The Council is expected to renew for another six months the mandate of the UN International Independent Investigation Commission (UNIIIC) of the murder of former Lebanese Prime Minister Rafik Hariri and others. This expires on 15 June. The Council received a letter from the Lebanese government on 16 May expressing the hope that the Council would extend the mandate until 31 December.

    In April the Council will discuss a report from the UN International Independent Investigation Commission (UNIIIC) on the murder of former Lebanese Prime Minister Rafik Hariri. The report is expected on 27 March. (The UNIIIC mandate expires in June.)

    The Council in March will hold consultations on the Secretary-General’s report, due in late February, on implementing resolution 1701 of August 2006, which ended the war between Hezbollah and Israel. Lebanon’s domestic political crisis has deepened, and this is likely to be on the minds of Council members as well.

    The Council will continue to follow events in Lebanon closely, particularly the ongoing negotiations regarding the presidential election. The Council’s position on the need to resolve the impasse quickly is clearly on record. Further Council action is only expected in February in the event of specific adverse incidents.

    At press time Council action on Lebanon was very hard to predict because of the failure of the Lebanese parties to elect a president to replace Emile Lahoud who left office on 24 November. A further complicating factor was the delay in holding consultations on resolution 1701. Political developments in Lebanon could lead to all these matters being taken up in December.

    The Council is expected to hold at least two sets of informal consultations on Lebanon in November. One, early in the month, will address the report on resolution 1559, and another later in the month will cover issues arising under resolution 1701, such as disarmament and arms smuggling, and the Sheb'a Farms.

    The Council will hold consultations in early November (at time of writing, 5 November was being considered) after a briefing by Terje Rød-Larsen, the Secretary-General's Special Envoy for implementation of resolution 1559. (Adopted in 2004, resolution 1559 focused on withdrawal of Syrian troops from Lebanon and the factors giving rise to instability in Lebanon.)
