Security Council Resolution

  • S/RES/2016 (27 October 2011) lifted the no-fly zone and the provisions for the use of force for the protection of civilians.
  • S/RES/2009 (16 September 2011) authorised the deployment of UNSMIL and partially lifted sanctions.
  • S/RES/1973 (17 March 2011) was adopted with ten votes and five abstentions and authorised all necessary measures—excluding an occupation force—to protect civilians in Libya and enforce the arms embargo, imposed a no-fly zone, strengthened the sanctions regime, and established a panel of experts.
  • S/RES/1970 (26 February 2011) referred the situation in Libya to the ICC, imposed an arms embargo and targeted sanctions (assets freeze and travel ban).

  • S/2011/159 (19 March 2011) was from Lebanon regarding the attack on the Lebanese embassy in Tripoli.
  • S/2011/151 (18 March 2011) was a letter from the AU regarding the intention of its Ad-Hoc High-Level Committee on Libya to travel to Tripoli and Benghazi in March.
  • S/2011/137 (14 March 2011) was the 12 March Arab League statement on Libya noted the Tripoli regime’s use of military aircraft, mortars and heavy weaponry against civilians and called on the Security Council to impose a no-fly zone. 
  • S/2011/133 (14 March 2011) was the 11 March EU declaration on Libya that member states would explore all necessary options to protect civilians. It called on Qaddafi to relinquish power and recognised the Benghazi Interim Council as a political interlocutor.
  • S/2011/126 (10 March 2011) and S/2011/127 (11 March 2011) was an exchange of letters between the Secretary-General and the Council president on the appointment of Abdel-Elah Al-Khatib as the Secretary-General’s special envoy on the Libyan crisis.

  • S/2011/141 (16 March 2011) noted the new agenda item “the situation in Libya.”
  • S/2011/2/Add.1 (9 March 2011) noted the election of Ambassador Cabral of Portugal as chair of the Libya Sanctions Committee.

General Assembly

  • A/RES/65/265 (1 March 2011) was a resolution suspending Libya from the Human Rights Council as requested by the Geneva-based body on 25 February—the first time a sitting member was removed.
  • GA/11050 (1 March 2011) was a press release on the suspension of Libya from the Human Rights Council.

Human Rights Council

  • A/HRC/17/44 (1 June 2011) was the report of the Commission of Inquiry authorised in resolution A/HRC/S-15/2.
  • A/HRC/S-15/2 (25 February 2011) condemned the systematic human rights violations in Libya, decided to dispatch a commission of inquiry and asked the General Assembly to suspend Libya from the Human Rights Council.
