Update Report on Guinea-Bissau  (4 May 2012)  

This report provides an update on the evolving reaction of the Security Council to the 12 April military coup in Guinea-Bissau, which aborted preparations for run-off presidential elections slated for 22 April. The coup has posed a particular challenge to the Council, since Guinea-Bissau is host to a Council-mandated mission (UNIOGBIS) and has also been on the agenda of the Peacebuilding Commission (PBC) since 19 December 2007, with Brazil currently chairing the country-specific configuration.

 

Although the Council, and the UN system as whole, appeared to have been taken by surprise by the coup, Council condemnation was swift. The day after the coup, 13 April, the Council issued a press release (SC/10607) denouncing the military seizure of power and calling on the coup leaders to ensure the safety and security of the detained leaders and their immediate release.

 

On 21 April, the Council issued a presidential statement (S/PRST/2012/15) requesting the Secretary-General to prepare a special report on the situation in Guinea-Bissau recommending options for Council action. The report (S/2012/280) was submitted to Council members on 30 April, and the Council will hold consultations on it on Monday, 7 May. It is likely that the Council will pass a resolution imposing targeted sanctions on the coup leaders and holding out the possibility of further action should those sanctions fail to force the military junta to relinquish power and re-establish constitutional order.
