UPDATES
 
12 March: Update Report on Small Arms in Central AfricaAt the initiative of the Council president, Gabon, a debate will be held on 19 March on the impact of illicit small arms and light weapons on peace and security in the Central African region. Several regional and subregional organisations will be invited to participate. In the past the thematic issue of small arms has been particularly controversial in the Council. Gabon has begun discussions on a possible presidential statement. At this time the likely outcome of negotiations on this is unclear. However, this Update Report gives some history and background on the issue. 4 March: Update Report on Guinea: On 16 February the Council adopted a presidential statement on the situation in Guinea, in which it welcomed “positive developments in Guinea while remaining concerned by the situation.”  There was no reference to the International Criminal Court (ICC) in the text, with the implicit understanding that Guinea is a party to the Court’s Rome statute so the ICC did not require the Council’s endorsement to act. However, reference was made to the need for the government to end impunity in the country, with the Council expressing its intention “to react as appropriate to any threat or action against the transition” to democratic civilian rule.
